Also be aware that you don't actually need Warhammer I installed to access Mortal Empires or its DLC/FLC. But it seems to mostly be an issue on Steam's end for whatever reason. It's a major pain in the ass I know, and it's been a thing since TWW 1 first released. Then you should be all set to reinstall the game. Steam will try to open the game, realize it isn't installed, and then add the FLC to your DLC library. After the game is uninstalled go to all the FLC pages and press the "Download/Start game" option. If it isn't in the DLC section, then what you will have to do is uninstall Warhammer II. This should force steam to register that you have the DLC. Then you move into the DLC tab, see if the FLC is there in your DLC library, and uncheck than uncheck it again. Last time this happened I went into the Steam library, right clicked on Total War Warhammer II, and clicked properties. But because of this it causes the "start the game" thing, which can be a trial.
